The payoff is greater on the blitz plays, but if you scout plays that your opponent doesn't use then you lose out on the gain with the other plays. So it's up to you, certainly if you're facing a heavy blitzer then scouting all blitz plays will be a good idea. If you don't scout the blitz plays but they overuse them, you should start to hot read as well.
