i would say it is the head coach because JDB has said that the head coach brings the playbook to the team like the below message.........

that being said even if was the Head Coach that does the calling of the plays i wish we could set it up where we could even set up the calling of plays to certain coach on our coaching staff like maybe allow the OC call the plays or maybe one of the position coaches

You are technically calling the plays by building your game plan.
