if my opponent is using 9 or less plays, does the AI fill rando stuff up to the 10 plays required to fullfill my defensive scouting play max of 10?

If my opp has 9 def plays, will the AI use my 9 scouted plays +1 rando def play to make 10 def plays scouted? I've had 2 cases, both opponents had 9 or less def plays used over 10+ games (drop down tab in def scouting with 1 min play called over 10 games).

I asked twice because I'm really not sure about how clear I'm being in my question, so I made two efforts. :)
