Position coaches are wanting head coach salaries, hence rejecting offers in line with what you have for other position coaches. This only applies to new hires, ie unemployed coaches and does not affect co-ordinators or head coach.
A workaround would be :-
1. Offer the excessive salary to hire them. 2. Once they have joined, then offer a more reasonable contract for their position - they should then accept that new contract.

I did not have any issues with the offer i made, and was accepted by my new ol coach (2m yr1/6yr contract).

Was that an offer to an unemployed coach (ie new hire) or an extension to an existing OL?

Position coach issue seems to have been resolved; able to offer contracts.
Change position to the one you want, set salary you want, as long as salary ok, can then make offer.
