I'm not really supportive of rules which cannot be enforced short of the league administrator unilaterally kicking a GM out of the league. Games cannot be replayed. We have to simply rely on everyone's good faith in trying to stay with as realistic a game as we can under the circumstances.
Having said that, I am in favor of calling out "violators" who exploit MFN program deficiencies. I also encourage GMs to treat violators as pariahs to the spirit of the game. What does that mean? About the only recourse available to GMs is to isolate and not trade with the offending GM.
However, I suggest that we discuss adopting a protocol for removing a repeat offending GM by a vote of the league's GMs. Is there any support for that idea? If so, should a majority, i.e., > 50% of voting GMs, be the threshold to remove a GM? A super-majority, e.g., 55%, 66%, 75% or ?. Should the vote be taken after the season is over? Or anytime? Should there be a minimum number of GMs required to call for such a vote?
